As the Minister of Canadian Heritage Pablo Rodriguez told the House of Commons on Feb. 16 during the second reading of Bill C-11, the Online Streaming Act, “online content delivery” has changed the creation, discovery and consumption of audio-visual content, “and the system in place today needs to reflect this.”
