Pollster Nik Nanos says Bill 21 is like a political 'stink bomb' for Justin Trudeau because it's popular in Quebec, which is a key building block for Liberal electoral fortunes. But if Trudeau takes any action against the law, the Liberals will lose support in the province and if he doesn't, Canadians in the rest of Canada will be disappointed.
