Conflicts in South Africa, Mali, Ethiopia reveal differing paths toward effective government
Now, there is recognition of the legitimacy, if not sanctity, of elected governments. After the attempted coup, Mali in the days ahead could be an exemplar for this essential change in how Africans govern themselves.
