The Week Ahead

Monday, April 27 • The House will debate a Liberal opposition motion. • The House International Trade Committee will meet to discuss competing globally and opportunities for small and medium-sized businesses. • The House Justice and Human Rights Committee will hold a televised meeting to study Bill C-35, the Justice for Animals in Service Act, sponsored by Justice Minister Peter MacKay. • The House National Defence Committee will meet in-camera to further its discussion on the defence of North America. • The House Public Accounts Committee will meet in-camera to discuss support for the automotive sector. • The Senate National Security and Defence Committee will meet to continue its pre-study of Bill C-51, the Anti-terrorism Act, 2015. It will hear from John Bennett, the executive director of the Sierra Club of Canada; J.M. Berger, fellow at the Brookings Institution; National Security Adviser to the Prime Minister Richard Fadden; and Haras Rafiq, managing director of the Quilliam Foundation. • The Senate Official Languages Committee will meet to continue studying the best practices for language policies and second-language learning and will hear from Assistant Commissioner Mary Donaghy of the Office of the Policy and Communications Branch, Commissioner of Official Languages, as well as Commissioner of Official Languages Graham Fraser. The committee will then move on to studying Bill S-205, an Act to amend the Official Languages Act, and will hear from the above witnesses on this as well as Director and General Council for the Language Commissioner, Johane Tremblay. Tuesday, April 28 • The House will have the third day of debate on the budget motion. • The House Finance Committee will hold a televised meeting to discuss the economic and fiscal outlook, as well as a report from the Bank of Canada on monetary policy. • The House Government Operations and Estimates Committee will meet to vote on the Public Service Commission and Public Sector Integrity Commissioner portions of the main estimates 2015-16, and the Reports on Plans and Priorities 2015-16. The meeting will be televised. • The House Procedure and House Affairs Committee will meet in-camera to review the Conflict of Interest Code for Members of the House of Commons. • The House Health Committee will meet to discuss Health Canada Safety Code 6. • The House Official Languages Committee will meet to deal with committee business as well as government programs designed to promote francophone immigration into Canada’s OLMCs. • The House Transport, Infrastructure and Communities Committee will meet to continue its study of Bill C-52, the Safe and Accountable Rail Act, and will hear from: the Federation of Canadian Municipalities, the Canadian Association of Fire Chiefs, the Canadian Association of Petroleum Producers, the Freight Management Association of Canada, the Canadian Transportation Agency, and Safe Rail Communities. • The Senate National Finance Committee will meet to deal with the expenditures set out in the main estimates for the fiscal year ending March 31, 2016, and will hear from departmental officials from the Department of Canadian Heritage, the Canada Council for the Arts, the Canadian Museum of History, and the National Gallery of Canada. • The Senate Aboriginal Peoples Committee will meet to continue its study on challenges relating to First Nations infrastructure on reserves and will hear from Frank Bighead, Harold Calla, Ernest Daniels, Roxanne Harper, Harry Willmot, John Kiedrowski, and John G. Paul. • The Senate Rules, Procedures and the Rights of Parliament Committee will meet to consider its report on the Subcommittee on Parliamentary Privilege. • The Senate Transport and Communications Committee will meet to continue its in-camera consideration of a draft report on the challenges faced by the CBC. • The Senate Fisheries and Oceans Committee will meet to discuss the regulation of aquaculture, and the current challenges and future prospects for the industry in Canada, and consider a draft report. It will also study Bill S-224, An Act respecting National Seal and Seafood Products Day/ Following this they will consider a draft agenda for future business. Wednesday, April 29 • The House will have the fourth and final day of debate on the budget motion. • The House Justice and Human Rights Committee will meet to study Bill C-35, Justice for Animals in Service Act. • The Senate Subcommittee on Veterans Affairs will meet to discuss its study on the medical, social, and operational impacts of mental health issues and will hear from Cyd Courchesne, the director general, of health professionals and Michel Doiron, the assistant deputy minister of service delivery, both from Veterans Affairs Canada. • The Senate Banking, Trade and Commerce Committee will meet to study Bill S-210, An Act to amend the Criminal Code (criminal interest rate). • The Senate Social Affairs, Science and Technology Committee will meet to continue studying the increasing incidence of obesity in Canada: causes, consequences and the way forward. The committee will hear from the B.C. Health Living Alliance, • Exercise is Medicine Canada, and Nina Teicholz, the author of The Big Fat Surprise. Thursday, April 30 • The House Transport, Infrastructure and Communities Committee will meet to continue its study of Bill C-52, the Safe and Accountable Rail Act, and will hear from Transport Canada officials. • The Joint House and Senate Scrutiny of Regulations Committee will meet to discuss the review of statutory instruments. • The Senate Banking, Trade and Commerce Committee will meet to discuss the present state of the domestic and international financial system and will hear from Bank of Canada Governor Stephen S. Poloz, and Deputy Governor Carolyn Wilkins. • The Senate Social Affairs, Science and Technology Committee will meet to discuss the increasing incidence of obesity in Canada: causes, consequences and the way forward and will hear from Jeffrey Madusa from the Centre for Environmental Health Equity, President and CEO of the Canadian Council on Social Development Peggy Taillon, and Valerie Tarasuk, a nutritional sciences professor at the University of Toronto.
