The Week Ahead, March 30 – April 2

March 30 • On Monday, the Senate National Security and Defence Committee will meet in-camera to continue its study on the security threats facing Canada, and following that it will be open up to begin pre-study of Bill C-51, the Anti-terrorism Act, 2015. The committee will hear from Public Safety Minister Steven Blaney (Levis-Bellechasse, Que.) and Justice Minister Peter MacKay (Central Nova, N.S), other departmental officials and RCMP Commissioner Bob Paulson, and CSIS Director Michel Coulombe. • The House Aboriginal Affairs and Northern Development Committee will be wheels up and heading to Whitehorse, Yukon for a committee meeting studying Bill S-6, Yukon and Nunavut Regulatory Improvement Act. • The House Canadian Heritage Committee will meet at 151 Sparks St. to study NDP MP Dan Harris’ Bill C-597, An Act to amend the Holidays Act (Remembrance Day). • The House Justice Committee will meet to continue studying Bill C-587, An Act to amend the Criminal Code, as well it will discuss the subject matter of Bill C-583, an Act to amend the Criminal Code (fetal alcohol spectrum disorder). • The House International Trade Committee will meet to discuss Canada competing globally and the opportunities for small and medium-sized businesses. • The House Public Accounts Committee will host a televised meeting to discuss support to the automotive sector. • The House Code of Conduct for Members Committee will meet in-camera to deal with subcommittee business. • The House National Defence Committee will hold a televised meeting to discuss the defence of North America. • The Senate Official Languages Committee will meet to study the best practices for language policies and second-language learning and will hear from Pascal Arseneau, chief marketing officer at Groupe Média TFO; Christey Hughes of the Canadian Association of Immersion Teachers; and Élaine Melanson, a core French and intensive French consultant at the Nova Scotia Department of Education and Early Childhood. March 31 • The House Status of Women Committee will meet in-camera to discuss promising practices to prevent violence against women. • The House Veterans Affairs Committee will meet to receive a briefing on upcoming commemoration initiatives. • The House Subcommittee on Agenda and Procedure of the Government Operations and Estimates Committee will meet to discuss committee business. • The House Human Resources, Skills and Social Development and the Status of Persons with Disabilities Committee will meet to discuss committee business and will be exploring the potential of social finance in Canada. • The House Citizenship and Immigration Committee will meet to discuss Bill S-7, the Zero Tolerance for Barbaric Cultural Practices Act. • The House Environment and Sustainable Development Committee will meet to discuss licensed hunting and trapping in Canada. • The House Finance Committee will meet to continue its study of terrorist financing in Canada and abroad. • The House Public Safety Committee will meet to do the clause-by-clause consideration of Bill C-51, the Anti-terrorism Act, 2015. • The House Procedure and House Affairs Committee will meet in-camera to review the Conflict of Interest Code for Members of the House of Commons. • The Senate Conflict of Interest for Senators Committee will meet to consider matters relating to the Conflict of Interest Code for Senators and will hear from the Senate Ethics Officer Lyse Ricard and her Assistant Senate Ethics Officer Deborah Palumbo. The meeting will be held in-camera. • The Senate Aboriginal Peoples Committee will meet to continue its study of challenges relating to First Nations infrastructure on reserves and will hear from witnesses from three First Nations, the Tsawout, Muskeg, and Tsawwassen. • The Senate Transport and Communications Committee will meet in-camera to continue its consideration of a draft report on the challenges faced by the CBC. • The Senate Energy, the Environment and Natural Resources Committee will meet to study non-renewable and renewable energy development in Canada’s northern territories. The committee will hear from the president and CEO of the Northwest Territories Power Corporation Emanuel DaRosa, and president and CEO of SSi Micro Ltd. Jeff Philipp. • The Senate Fisheries and Oceans Committee will meet to discuss the regulation of aquaculture, current challenges and future prospects for the industry in Canada. April 1 • The House Agenda and Procedure Subcommittee of the Standing Committee on Justice and Human Rights will meet in-camera to discuss committee business. • The Senate Banking, Trade and Commerce Committee will meet in-camera to begin concluding its study of the use of digital currency. • The Senate Legal and Constitutional Affairs Committee will meet to continue studying Bill C-32, an Act to enact the Canadian Victims Bill of Rights and to amend certain acts. The committee will hear from President Alain Fortier, and Vice-President Frank Tremblay of Victimes d’agressions sexuelles au masculin; Robert Hooper from Walk With Me Canada; Mona Lee as an individual; Yvonne Lindfield, co-founder, of the Canadian Parents of Murdered Children and Survivors of Homicide Victims; Kathryn Pentz of the Canadian Bar Association; Nancy Roy from the Association of Families of Persons Assassinated or Disappeared; Dale Sutherland as an individual; and Nana Yanful, representing the Canadian Council of Criminal Defence Lawyers. • The Senate Foreign Affairs Committee will meet to discuss issues relating to foreign relations and international trade. • The National Finance Committee will meet to begin its study of Bill C-21, the Red Tape Reduction Act, and will hear from the President of the Canadian Consumer Specialty Products Association Shannon Coombs; and Executive Vice President of the Canadian Federation of Independent Business, Laura Jones. • The Senate Social Affairs, Science and Technology Committee will meet to study Bill C-247, an Act to provide that the Department of Employment and Social Development is the main point of contact with the Government of Canada in respect of the death of a Canadian citizen or resident. The committee will hear from Jim Bishop, of the Funeral Service Association of Canada; from Employment and Social Development Canada’s identity policy program Anik Dupont and Robert Frelich; Canadian Association of Retired Persons’ Chair Janet Gray; and sponsor of the bill, Liberal MP Frank Valeriote. • The Senate Aboriginal Peoples Committee will meet to further study the challenges relating to First Nations infrastructure on reserves. • The Senate Transport and Communications Committee will meet in-camera to continue work on its draft report on the challenges faced by the CBC. April 2 • The House Veterans Affairs Committee will meet to discuss the continuum of transition services. • The Senate Energy, the Environment and Natural Resources Committee will meet to study non-renewable and renewable energy development in Canada’s northern territories and will hear from President and CEO Lori Kimball, and Acting COO Stephen Hooey of the Nunavut Housing Corporation; and from the Government of Nunavut’s Department of Economic Development & Transportation, Assistant Deputy Minister Bernie MacIsaac, and adviser Arif Sayani. • The Senate Banking, Trade and Commerce Committee will meet to do the clause-by-clause consideration of Bill S-202, an Act to amend the Payment Card Networks Act. • The Senate Social Affairs, Science and Technology Committee will meet to study Bill C-591, an Act to amend the Canada Pension Plan and the Old Age Security Act (pension and benefits) and will hear from Marianna Giordano, the director of policy and legislation at Employment and Social Development Canada; Catherine Latimer, the executive director at the John Howard Society of Canada; Federal Ombudsman for Victims of Crime Sue O’Sullivan; and sponsor of the bill Conservative MP Dave Van Kesteren. • The Senate Foreign Affairs and International Trade Committee will meet to discuss issues relating to foreign relations and international trade.
