At that point in time, SNC Lavalin had already communicated with Ambassador MacNaughton, a former organizer for Prime Minister Justin Trudeau's 2015 election campaign, as part of its lobbying effort to secure a deferred prosecution agreement while facing corruption charges. The company would contact Mr. Carr, who is now the trade minister, the month after the photo was taken. Mr. Pruitt would later resign his post amid an ethics scandal.
