OTTAWA—Signs are everywhere that Prime Minister Justin Trudeau is setting the stage for an election this year. On Jan. 12, he shuffled his cabinet, moving out Navdeep Bains, who is not running again, while giving profile opportunities to others, like former minister Jim Carr and the well-regarded Omar Alghabra. There is always a rationale in shuffling a cabinet, and electoral motivations are the primary motivation behind this one.
