CALGARY—On a visit to Washington, D.C., to meet with U.S. president Richard Nixon in 1969, prime minister Pierre Trudeau said, “Living next to you is in some ways like sleeping with an elephant. No matter how friendly and even-tempered is the beast, if I can call it that, one is affected by every twitch and grunt.” This phrase has not only come to define bilateral relations between Canada and the U.S., but has proven to be even more true today.
