Any assessment of the federal government’s efforts to create a legal framework for adult-use cannabis—or any public policy—must first be viewed through the lens of said policy’s objectives. In the case of cannabis, the government’s stated objectives were to, above all: protect young Canadians by keeping cannabis out of the hands of children and youth, and keep profits out of the hands of criminals, particularly organized crime.
