OTTAWA—Campaigns tend to surprise us these days. The 2015 election started with the NDP leading with the Liberals in third. It ended with a Liberal majority propelled by a sharp rise in youth voter turnout. The 2016 U.S. Presidential campaign was Hillary Clinton’s to lose, which she ended up doing thanks to campaign moments that disturbed her momentum and shifted the electorate’s focus.
