TORONTO—The Liberals promised, if they won the 2015 federal election, that they would pursue “evidence-based” policies—portraying the Conservative government of Stephen Harper as a government that based decisions on right-wing ideology, not evidence-based analysis. The Liberals promised, as well, to pursue open government. Scientists would no longer be “muzzled” and policymaking would be more transparent.
