TORONTO—Canadians are not happy, even if Finance Minister Bill Morneau thinks they should be. The latest index of consumer confidence, from the Conference Board of Canada, shows the index falling in November as worries about rising interest rates and weak wage growth undermine confidence in the future. As well, Canadians are worried about the future of jobs.
