OTTAWA—Eighteen months ago, I wrote a lengthy article in these pages titled “Talk is cheap, time to fix Senate rules.” This was a few months after the appointment of the first seven Senators under the new selection process. I identified a number of issues that the Senate needed to address based on my observations during the seven years I served as the Senate’s first ethics officer and my 25 years experience in senior public service positions. The critical areas are related to organization, administration, expenses and legislative planning.
