OTTAWA—Aug. 29 marked the 25th anniversary of the closure of Semipalatinsk Nuclear Test Site in eastern Kazakhstan, ground zero for more than 450 nuclear tests from 1949 to 1989. In 2009, the UN General Assembly declared this the International Day against Nuclear Tests. As the first country to close a nuclear test site on its territory, Kazakhstan has been long calling on the international community to take decisive steps to promote global nuclear disarmament and non-proliferation.
