Water easily ranks as one of our most daunting public policy challenges. Water is difficult to frame as a well-defined “actionable” item for the political agenda. Water is diffuse. Although we instinctively understand water’s vital importance for life on the planet and are quick to agree the issue deserves high political priority, the multiple and tangled strands of water policy make it hard to know where to begin weaving a national strategy for protecting and managing our freshwater supplies.
