TORONTO—Too often, discussions on the arts in Toronto focus on how much of the public purse should go toward arts funding. Circular debates to find the magic number of per capita tax dollars for the arts have not improved the situation of arts workers in the city. Instead, they have alienated the public, who are tired of hearing about funding starving artists, and stunted the growth of innovative solutions to the challenges facing the arts sector.
