Prime Minister Justin Trudeau, right, then-Mexican president Enrique Peña Nieto, left, and U.S. President Donald Trump signed the USMCA on Nov. 30, 2018, in Buenos Aires, Argentina. Behind the leaders are former Mexican economy secretary Ildefonso Guajardo Villarreal, U.S. Trade Representative Robert Lighthizer, and Canadian Foreign Affairs Minister Chrystia Freeland.
