David Good will be watching the release of the government´s 2008 budget for any signs of prudence. Prof. Good, who teaches public administration at the University of Victoria, is the author of the newly-released book The Politics of Public Money: Spenders, Guardians, Priority Setters and Financial Watchdogs. But he won´t be watching for the kind of prudence that ends up in a $3-billion contingency reserve that´s put on the debt at the end of the fiscal year.
