Good Monday morning, Prime Minister Justin Trudeau and his cabinet are still in Winnipeg to plot out their parliamentary strategy session, with the team expected to focus on the planks set out in the government's Throne Speech. Mr. Trudeau will be tied up for part of the morning in separate meetings with Manitoba Premier Brian Pallister and the city's mayor, Brian Bowman. Mr. Bowman will be pressing the case for more federal support in tackling the causes behind the spike in violent crimes in the city, according to CBC. Mr. Pallister, for his part, expects discussions to revolve around the feds' carbon tax—raising the prospect of easing some of the rules—and other efforts to rein in climate change. After those two meetings, he's scheduled to convene a cabinet meeting, followed by a working dinner to wrap up the day. Elsewhere, in Toronto, the Munk School of Global Affairs is hosting a talk featuring three former MPs—Lisa Raitt, Megan Leslie, and Jane Philpott—on leadership in politics. Public Safety Minister Bill Blair said the government hasn't made an assessment as to whether taxpayers will need to foot the security bill for Prince Harry and Meghan Markle should they settle in Canada part time. His comments come in the wake of Buckingham Palace's announcement that the duke and duchess will no longer be working members of the royal family—even as they had sought to retain some of their duties, while pursuing "financial independence." Ottawa could be deploying up to 300 troops to Newfoundland and Labrador to assist in the clean-up effort after the province was hit by a blizzard Friday. In a tweet, Mr. Blair said he's working with the premier and Defence Minister Harjit Sajjan to figure out what federal assistance is needed to help the province recover from the record-breaking snowstorm that left many residents snowbound. Foreign Affairs Minister François-Philippe Champagne says the government is continuing its campaign to pressure Iran to convince Iran to allow Ukraine or France to independently examine black boxes, which contains data that could provide much-needed clues on the Flight 752's final moments. There are signs that Iran is resisting such requests, with Hassan Rezaeifar, the Iranian official leading the investigation, quoted by a state-run news agency as saying there were no plans to transfer the devices. In a statement offering an update on their investigative efforts, the Transportation Safety Board said two of its officials have left Iran after having been allowed access to the accident site and given an opportunity to examine the wreckage. The two officials, whose names are being withheld, are headed to Ukraine this week to meet with their counterparts. "It is our understanding that the flight data recorder and the cockpit voice recorder—often referred to as 'black boxes'—are still in Iran," the statement reads. "There are still no firm plans as to when and where the aircraft recorders will be downloaded and analyzed." The Hill Times
