Canada’s Prime Ministers have wielded far too much power for far too long, but it’s time Canada amend the Constitution and pass legislation to require more effective checks and constraints on the Prime Minister to protect the House, to restore the political system to working order, and to bring back power to the people’s elected representatives in Parliament, says one of the authors of Democratizing the Constitution: Reforming Responsible Government which won the 2012 Smiley Book Prize as well as the $50,000 2011 Donner Prize for the best public policy book in the country.
