The sponsorship and HRDC disgraces showed that the responsible ministers and deputies failed to install, enforce and publicly account for management control, which means causing to happen that which should and causing not to happen that which shouldn't. Accountability means the obligation to explain the discharge of one's responsibilities. No one, nor any law, asked these officials to tell the House what their respective control processes were and whether they were working, and to have their assertions audited for fairness and completeness. The underlying issue isn't "What's a hundred million?" It is public accountability for preventive management control.
