Possible court challenges, political, pundit pushback, self-interest: major obstacles to Libs’ electoral reform agenda

The Conservative House and Senate leadership have said that if the Liberals tried to change the voting system without holding a referendum they will use all parliamentary mechanisms to delay or block it in both Chambers of Parliament.
