Public Spaces provide unique challenges for lawmakers and security specialists to ensure they remain open and accessible to the public while protecting against a lone wolf attack. Jurisdictions around the world have been struggling with how to rectify this. The topic remains a challenge in the wake of the October 22 attack in Ottawa and the need for solutions has never been greater as Canada approaches the PAN AM Games and plans are underway in Ottawa for the celebration in 2017.

Shannon Kenney

Shannon is Program Manager Corporate Security, City of Ottawa and has overseen corporate security since 2012. In her role, she has been involved in reviewing the City’s security policies and practices. Further, Shannon is leading a process that the City has engaged in to renew its safety procedures for staff and visitors to facilities. Shannon brings a practitioners perspective to managing the policy and practical nature of Securing Public Spaces.


George Rigakos, PhD

George is Professor of the Political Economy of Policing at Carleton University. He has been studying the scope and functions of public and private policing for the last 15 years including published studies on the rise of new parapolice; bouncers in the nighttime economy; the rise of Business Improvement Districts; the international links between inequality and security; and theorizing the connections between security and capital as pacification.


David Harris

David B. Harris is a lawyer and Director of the International Terrorist Intelligence Program at INSIGNIS Strategic Research Inc. Internationally he has appeared as a witness before US Congressional subcommittee hearings in Washington. His media appearances have included numerous network appearances in Canada on CBC, CTV, and Global TV, and in many Canadian newspapers. In addition he has appeared on popular US programs including "Fox News", "America's Most Wanted", CBS "60 Minutes", NBC "Dateline", "Today Show", "The CBS News with Dan Rather", and CNN "Wolf Blitzer Reports”.
