Slow process leaves disabled vets in a lurch: ombudsman

Instead of programs crammed together and layered one atop the other, I recommended a single, simple 'Continuum of Care' program that adapts to the changing needs of veterans and their families, as they require more support.
Transition is often a confusing and frustrating experience for veterans and their families.
Determining the outcome we are trying to achieve should be the starting point rather than trying to justify the outcome after implementing a benefit. If we use this approach, we will find the root causes of problems and be better able to solve them.
