Most countries invest in research and development to improve their economies and the standard of living of their citizens. Budget 2018 made a historic investment in research in Canada, with an allocation of $1.7-billion over five years to Canada’s three national research granting agencies—the Natural Sciences and Engineering Research Council of Canada (NSERC), the Social Sciences and Humanities Research Council, and the Canadian Institutes of Health Research. For research results to generate impact, they must be “mobilized” through the innovation ecosystem which also requires people and skills to be mobile.
