VANCOUVER, B.C.—I feel compelled to write about Bill C-36, Canada’s proposed prostitution laws. I met Justice Minister Peter MacKay in early March at a meeting where I urged him to consider the harms that criminalization imposes on the most marginalized women in the sex industry. I left that meeting with a strong sense of hope and the impression that he is a sensible person who understands the magnitude of the decision his government was about to make.
