Design of the future Canadian surface combatant will be based on BAE’s Type 26 warship. My study does not suggest the CSC is an optimal outcome. Like with many other major government programs, it is the product of a less than ideal set of compromises, circumstances, and intents. Still, it is difficult to challenge the program’s outcome unless a government is prepared to modify either its desire to build these ships in Canada or accept a significantly less capable vessel, writes Richard Shimooka. The irony is that while defence aerospace has been a growing area internationally, Canada’s position has declined precipitously since the 1950s. At that time, it was competing against other major Western powers such as France and the U.K. on the international market. There are several factors behind the collapse, writes Richard Shimooka. The government response to teh defence-policy review, led by Defence Minister Harjit Sajjan, shown here, despite its 'glossy cover and sizable length ... will almost certainly not live up to the promise accorded to it by the government and some observers,' writes Richard Shimooka.
