How justified are privacy, coercion concerns related to long-form census?

Since both the penalties and the content of the questionnaires are the government's prerogative, why did they not simply address both issues within the context of its review of the census?

The Harper government's assertions about concerns over privacy and coercion have resulted in its decision to make the long form of the census voluntary in 2011. The purpose of this column is to examine Statistics Canada's practices in relation to these concerns.
