The prorogation of Parliament by the Governor General on Dec. 30, 2009—after a phone call from Prime Minister Stephen Harper—has provoked an outpouring of commentary in the news media, most of it critical of the PM's decision to add 22 days to the winter recess. It has also raised questions about whether it is possible to restrict the PM's arbitrary power to request prorogation and, if so, how best to accomplish this.
