Canada environmentally adrift: Fifty months and three ministers later, what have we to show for it?

Within one year of assuming office, U.S. President Barack Obama managed to extract a 1,427-page comprehensive bill from Congress, amounting to a detailed plan to deal with the climate change crisis. Within one year. A detailed plan. The Democratic administration also brought together and implemented a coherent suite of measures in its budget, from programmatic spending to fiscal incentives to new regulations, to prepare the American economy for its inevitable retooling.
