What's up with Canadian policy in Afghanistan?

The Soviets and the Afghan Communists tried to build a nation state, but the zealously independent and proud Afghans, with U.S. assistance, undid that effort. Can Canada contribute much after 2011 with its 100 civilians in the country? Dream on.
