OTTAWA--Nothing seems more distant from the famine threatening wide swaths of Africa than the plush halls of the World Trade Organization headquarters in Geneva. But negotiations there on new rules for agricultural trade will either offer a future to the hungry people of Africa and other poor regions, or they will seal their fate.
