The 'F' word is used in Access to Information Commissioner Robert Marleau's recently-released annual report to Parliament. It gives a failing grade to PM Harper's Privy Council Office for excessive access delays. "F" is yet another Ottawa statistical invention "earned" when more than 20 per cent of access requests in an agency are late and deemed refusals. PCO receives only an estimated 600 access requests annually yet it and boss Harper cannot seem to manage such requests because of "a burdensome and unusual approval process."
