Tory MP Chong casts Reform Act as panacea to Canada’s ‘democratic deficit’

Conservative MP Michael Chong’s private member’s bill C-591, the Reform Act, would amend the Canada Elections Act to give all party caucuses the power to trigger a leadership review based on a written notice to their respective caucus chairs signed by 15 per cent of caucus membership. Members would be able to remove a leader and elect an interim leader based on a simple majority through a secret ballot.
