PARLIAMENT HILL—NDP president Brian Topp flexed his leadership campaign muscles again Tuesday with a carefully orchestrated endorsement from former Saskatchewan Premier Roy Romanow, displaying the strength of what one source tells The Hill Times is a backroom machine with chief organizers in place in nearly every major region of Canada.
