For the first time in 20 years there are more Tories than Liberals in the Senate, and while the opposition side has expressed fears the Upper House is becoming a carbon copy of the House of Commons, new Conservative Senator Bob Runciman says it will still be the Chamber of sober second thought, just more efficient and with less "obstruction."
