Top expert say it's not unconstitutional to have a single Parliamentary ethics commissioner.

The Senate has rejected a single Parliamentary ethics commissioner three times since 2002, but if it wants to do it a fourth time, it should, says one of Canada's leading Parliamentary experts.

The Senate has rejected a single Parliamentary ethics commissioner three times since 2002, but if it wants to do it a fourth time, it should, says one of Canada's leading Parliamentary experts.
