The drawing was a humorous attempt to compare the opposition before the deficit to the opposition after using two images of the peace tower side by side. On the former side shouts of "Spend! Spend! Spend!" surround the Peace Tower and on the 'after' side the phrase "To Much Spending" is written seven times.
