Project Green, the federal government's new Kyoto plan, appears, at first glance, to take a page out of Ontario Premier Dalton McGuinty's anti-coal playbook. But, in reality, it is much more than that. Even though the backgrounder to the federal plan does indeed say that "the Government of Canada will work with provinces and territories to ... phase out coal-fired power plants," Project Green also asserts that "the Government will invest in technologies and infrastructure development... such as clean coal technology."
