The daily disclosures of how public funds were doled out to Liberal-friendly ad firms in return for political contributions to the Quebec wing of the governing Liberal Party, and Prime Minister Paul Martin insistence that he had no inkling of such activities even though he was in charge of the nation's finances, have made governing impossible for the Liberals. Even many Liberals admit that.
