The Hill Times has for several years never managed to get more than a handful of Bloc Québécois MPs to participate in our annual All-Politics Poll. The party brass, MPs and staffers have told us the Bloc doesn't participate. They mention they are uncomfortable with the idea of selecting winners and losers from a caucus and express doubts about the survey's anonymity. This year, despite phoning each Bloc MP's office, emailing the survey in French to each and speaking to some staff and MPs in person, no one participated. So we've gathered expert opinion to present these house picks.
