KINGSTON—I have two prized possessions related to Canada's Constitution in my home office here in Kingston. The first is a personally signed copy of prime minister John Diefenbaker's Bill of Rights. Dief fought long and hard for it and it became law 50 years ago this coming July 1, Canada Day, or Dominion Day as the 13th Prime Minister would surely like it still to be named.
