The federal climate change plan has fast become outdated. As Quebec Premier Jean Charest said last week, the Conservatives have opted for beta while the rest of the world is choosing VHS.

It seems nothing has shaken the Conservatives' resolve to pursue their widely-derided climate change plan. But recent developments could provide an irresistible force to put Canada on a path toward meaningful greenhouse gas reductions, with or without the Conservatives' consent.
