They will need to ramp up evaluations by 2013 but aren't coping with current demand for evaluations and don't have enough qualified staff.
Auditor General Sheila Fraser, who released a number of sweeping reports last week, found that on the six departments she looked at—Canadian Heritage, Agriculture and Agri-Food Canada, Environment Canada, Fisheries and Oceans Canada, Citizenship and Immigration Canada, and Human Resources and Skills Development Canada—most of the departments' "effectiveness evaluations" didn't properly assess the programs' effectiveness. All departments and the Treasury Board agreed to the recommendations.
