The federal Liberals have spent years fighting with Canada's Information Commissioner John Reid inside and outside court in an effort to cut his ability to probe inside the government. And earlier this month, Mr. Reid, 65, fired off his latest salvo against the federal bureaucracy which he says operates in a culture of secrecy.
