RCMP troubles may go deeper than leadership

If he's behaved badly, RCMP Commissioner William Elliott should apologize and move on.

TORONTO—Italian Prime Minister Silvio Berlusconi is never afraid to break away from protocol during official ceremonies. He likes to satisfy his curiosity. On his most recent visit to Canada, immediately after leaving the plane and greeting the welcoming party, instead of going straight to the waiting car, he called a photographer and asked to have his picture taken beside an RCMP officer. The RCMP officer in uniform is still considered one of the most respected Canadian symbols around the world.
