WASHINGTON, D.C.—Historically, it has been exceptionally difficult for a president, even a popular president, to accomplish domestic objectives quickly. Even with strong majorities in the House of Representatives and Senate, driving any significant piece of legislation through the U.S. "checks and balances" system requires much greater time and effort than any president predicts. And presidents have been more frustrated than not in obtaining their desires.
