“An empty shell” is the first expression that comes to mind when people ask me about Bill C‑49, known as the Transportation Modernization Act.

In 2012, my NDP colleagues tabled a bill that clearly set out the steps for creating a passenger bill of rights, and Transport Minister Marc Garneau even voted in favour of it. Under our plan, passengers who were denied boarding could receive $600 for flights of 3,500 km or more, for example.
