OTTAWA—Back in the last century, I was minister responsible for sport. My first major sporting duty involved attending the 1996 Summer Olympics and Paralympics in Atlanta, Georgia. The world flocked to the Olympics but when the Paralympics arrived, just about everybody left. I stayed around, and got the surprise of my life. The honorary chair of the American Games was Christopher Reeves and the meeting we had was more inspirational than any Olympian event I have ever attended.
