TORONTO—Prime Minister Justin Trudeau’s first state visit to China sets the stage for a more coherent relationship. This is its most important achievement because it tells the Chinese that attention to the relationship will be elevated and sustained. But it will take much more work before we can see real benefits. There will be high-level communication through regular meetings between the leadership of the two countries, a return to the personal diplomacy of former prime minister Jean Chrétien.
